A shibi is a Japanese ornamental tile set on both ends of the ridgepole that tops a shingled roof. Shibi is showing of the appearance that the fish put out the flying up tail from the surface of the water. It has been used as a charm of the fire prevention in the meaning that the building in water doesn't burn.
